Dinesh Maniyam d192adafeb drivers: cache: ncore: Disable snoop filter ...

There is hardware bug in NCORE CCU IP and it is causing an issue in the
coherent directory tracking of outstanding cache lines.
The workaround is disabling snoop filter.
