tseries: Set CONFIG_ENV_IS_NOWHERE for SPL+NAND

Browse Source 
In the case of SPL on these boards we only need environment for
SPL_USBETH, so it's safe to normally use ENV_IS_NOWHERE and SPL+NAND
does not support environment today.
