add missing YUVA->ARGB automatic conversion in WebPEncode()

user can now call WebPEncode() with any YUVA or ARGB format, for
lossy or lossless compression

also: simplified error reporting, which is done in WebPPictureARGBToYUVA()
and WebPPictureYUVAToARGB()
