Kever Yang e19fa89c9d rockchip: enable TPL_SYSRESET for all rockchip SoCs ...

With Makefiles testing for $(SPL_TPL_)SYSRESET, we need TPL_SYSRESET
for do_reset() in TPL for Rockchip SoCs.
