Heinrich Schuchardt c5ef202557 dm: fix DM_EVENT dependencies 
CONFIG_DM_EVENT without CONFIG_EVENT is non-functional.
Let CONFIG_DM_EVENT depend on CONFIG_EVENT.

Remove superfluous stub in include/event.h.
