Bin Meng 8da35245ab linux/mii.h: Sync with Linux kernel v4.17 ...

This syncs U-Boot's include/linux/mii.h with Linux kernel v4.17
include/uapi/linux/mii.h.

While we are here, this also fixes some style issues.
