sandbox: Allow ethernet to be disabled at runtime
For bootstd tests it is seldom useful to have ethernet enabled. Add a way to disable it, so that ethernet operations like tftpboot do nothing. Signed-off-by: Simon Glass <sjg@chromium.org>
