Makefile: Rename ALL-y to INPUTS-y

Rename the variable to indicate this, and add a new 'inputs' target. Signed-off-by: Simon Glass <sjg@chromium.org> Reviewed-by: Bin Meng <bmeng.cn@gmail.com>
