arm: socfpga: arria10: Enable cache driver in SPL

Browse Source 
Adding "u-boot,dm-pre-reloc" and enable CONFIG_SPL_CACHE
to enable cache driver in SPL.

This fixed error below in SPL:
cache controller driver NOT found!
