- const / move declarations closer to first use
- remove unnecessary ()s
- don't return int unnecessarily with internal Init/Release

- move global arrays from data to read only section

Make sure chunk->data and wpi are not leaked by
MuxAddFrameTileInternal() in case of MEMORY_ERROR in ChunkSetNth().
