This better matches Google style and clears some clang-tidy warnings.
This is the final change in this set. It is rather large due to the
shared dependencies between dec/enc.

The buffers are made mandatory to match WebPDecodeYUVInto(), though this
conflicts with WebPIDecGetYUVA().

if bypass_filtering was set to 1 in the user provided options it
shouldn't be reset in the use_scaling pass even if the image satisfies
the scaling requirements.

The WebPDemux and WebPAnimDecoder APIs are provided for the purpose of
animated webp parsing and decoding. No major changes are currently
planned for the libwebp API.
