Refactor decoder library

- Move common defines to dec/webpi.h
 - Regularize naming and parameters of various "CheckAndSkip" functions.
   Also they return VP8StatusCode for clarity.
 - Move WebP header/chunk parsing functions to webpi.h
 - Fix a bug in static function GetFeatures()
