unify the ALTERNATE_CODE flag usage

Pattern is now:
 #if !defined(FLAG)
 #define FLAG 0   // ALTERNATE_CODE
 #endif
...
 #if (FLAG == 1)
 ...
 #else
  ...
 #endif    // FLAG
...

Removed some unused code / flags:
  WEBP_YUV_USE_TABLE, WEBP_REFERENCE_IMPLEMENTATION,
  experimental code,  VP8YUVInit(), ...
