Merge changes from topic 'win-threading-compat'

* changes:
  Makefile.vc: enable WEBP_USE_THREAD for windows phone
  thread: use CreateThread for windows phone
  thread: use WaitForSingleObjectEx if available
  thread: use InitializeCriticalSectionEx if available
  thread: use native windows cond var if available
