NEON: implement several alpha-processing functions

- ApplyAlphaMultiply
 - DispatchAlpha
 - DispatchAlphaToGreen
 - ExtractAlpha

Decoding to Argb / rgbA / ... is 10-15% faster (measured on N4)

new file: alpha_processing_neon.c
