WebPAnimEncoder: FlattenSimilarPixels(): look for similar

not exactly same.

Based on lossy WebP quality setting, ignore minor differences when
flattening
similar blocks.

For 6k set, at default quality with '-min_size' option, improves
compression by 0.3%
